A research note on what the May 2025 council-question analysis can show, and what it cannot establish.
Abstract
This note summarizes an existing analysis. Classifying and visualizing council questions helps readers see the distribution of topics during a defined period. The categories are an observation tool, not a scorecard for councilors.
Research Question
Which public issues appeared in Kaohsiung councilors’ general questions during the observation period? How can dispersed proceedings become easier to compare?
Why This Matters
Access to council proceedings affects whether residents can understand the issues under discussion. Any organized dataset must also state its method and coverage.
Method
Question materials were collected, summarized and classified with AI assistance, then visualized. This account draws on work records and public coverage; it does not claim a separate validation of classifier performance.
Dataset
Public coverage describes 37 councilors who had completed general questioning between 6 and 14 May 2025, grouped into 17 issue categories.
Findings
The report identifies transport improvements, local infrastructure, smart cities and social welfare among the more frequent topics. This page does not reproduce percentages because the underlying classified records and full denominator are not published here.
Counter-evidence
A frequently mentioned topic does not necessarily indicate greater public need. Agenda timing, individual specialisms and category granularity can all affect the distribution.
Limitations
The period does not cover the full session. AI classification may misread or omit context, and row-level data is not available here for recalculation. No claim of representativeness, causation or performance assessment follows.
Conclusion
Make the data readable, and make its limits readable too. An issue map is a starting point for further questions.
