At the 22 November 2024 hearing, I contributed policy research, organized input from providers and agencies, supported the forum, and tracked follow-up questions on home-care services.

Problem
Home-care services connect people receiving care, frontline workers, providers, and government responsibilities. Their different experiences need to be considered together.
Context
The Kaohsiung home-care services hearing took place on 22 November 2024. Its materials covered role clarity, payment rates, complaint channels, workplace safety, assignment transparency, and working arrangements.
My Role
My work included policy research, organizing input from providers and government, supporting the hearing, and tracking follow-up issues.
Constraints
Service users, workers, providers, and agencies have distinct needs. Discussion or an agency response alone does not prove that a policy was adopted or services improved.
Approach
The work moved from issue framing and briefing materials to stakeholder input, a public forum, and follow-up policy questions.
System

Outcome
The forum created a record of public discussion and a set of issues for follow-up. Its shared outcomes are not presented as my individual work.
